Funding For Insurance Program - What do you think?

Should the state grant State Auditor John Morrison's request for a 50% increase in funding for the "Insure" insurance program? The "Insure" program is an insurance pool that helps businesses cover the costs of health insurance by pooling the businesses and helping them pay their insurance premiums (story on page A3).

It's not a bad idea for the state to get small businesses to come together to pool funds so that their employees can have health insurance. If in fact it would reduce the costs for the small businesses due to being in a pool. But why does that mean the state has to help with the costs of the insurance?
If the government and taxpayers are going to get in the business of subsidizing small buisness, why don't we just give them tax breaks instead of collecting tax money only to turn around and give it back?
